The single most important baseline check for any care centre is whether it is licensed by JKM. Here’s what that means and how to confirm it.

Who is JKM?

JKM — Jabatan Kebajikan Masyarakat, the Department of Social Welfare — is the government body that registers and regulates residential care centres in Malaysia. Care centres for the elderly and disabled must register with JKM under the Care Centre Act 1993 and its regulations.

What a licence covers

Registration means a centre has met baseline requirements around premises, safety and operation, and is subject to oversight. Each registered centre has a registration number and a licence with validity dates. A licence is a minimum standard — not a guarantee of quality — but operating without one is a serious red flag.
